Broadband Equity, Access & Deployment (BEAD)
The biggest source of broadband funding included in the infrastructure bill is the Broadband Equity, Access and Deployment Program (BEAD). The program, which has a budget of $42.5 billion, will be administered by individual states under the direction of the Commerce Department.
Each state will get a minimum of $100 million, with additional funding allocated based on the number of unserved high-cost locations in each state. An unserved location is one that does not have broadband available to it at speeds of at least 25/3 Mbps.
Network operators receiving funding must deploy service at speeds of at least 100/20 Mbps. There are also service quality requirements, including latency that allows “reasonably foreseeable, real-time interactive applications” and network outages that do not exceed 48 hours over any 365-day period on average.

Rural Digital Opportunity Fund (RDOF)
The Rural Digital Opportunity Fund is a Federal Communications Commission program designed to close the digital divide in the United States by investing billions of dollars in the construction of rural broadband networks.
The budget allocated for this funding initiative amounts to $20.4 billion, which will be awarded over a 10-year period to winning providers after the auction process is complete.

RECONNECT LOAN & GRANT PROGRAM
The ReConnect Loan and Grant Program furnishes loans and grants to provide funds for the costs of construction, improvement, or acquisition of facilities and equipment needed to provide broadband service in eligible rural areas. The application window is now closed.

The Affordable Connectivity Program is an FCC benefit program that helps ensure that households can afford the broadband they need for work, school, healthcare and more.
The benefit provides a discount of up to $30 per month toward internet service for eligible households and up to $75 per month for households on qualifying Tribal lands. Eligible households can also receive a one-time discount of up to $100 to purchase a laptop, desktop computer, or tablet from participating providers if they contribute more than $10 and less than $50 toward the purchase price.

Infrastructure Investment & Jobs Act (IIJA)
The Infrastructure Investment and Jobs Act (IIJA), was signed into law by President Biden on November 15, 2021. The law authorizes $1.2 trillion for transportation and infrastructure spending with $550 billion of that figure going toward “new” investments and programs. Funding from the IIJA is expansive in its reach, addressing energy and power infrastructure, access to broadband internet, water infrastructure, and more. Some of the new programs funded by the bill could provide the resources needed to address a variety of infrastructure needs at the local level.
